A housing provider may require documentation only when the disability or need is not readily apparent or known; it must be in writing, come from a person with a therapeutic relationship (a physician or other medical professional, a mental health service provider, or a non medical service agency or reliable third party with actual knowledge), and describe the disability related need, and sellers of certificates or letters who make no meaningful assessment do not qualify. Providers may verify authenticity and may offer a standard form but cannot deny a request only because it was not used, and may not charge pet deposits or fees. How HUD's 2026 change affects Illinois renters
On May 22, 2026, HUD's fair housing office announced it will find reasonable cause in animal accommodation complaints only when the animal is individually trained to perform disability related tasks, and it withdrew its older ESA guidance.
